The mall, which was created by Edward J. DeBartolo, debuted in 1987 with J. C. Penney, Jordan Marsh, and Lord & Taylor as its initial anchor tenants. Due to the development of the mall, Boca Mall (now known as Mizner Park) in Boca Raton and the nearby Martin Square Mall in Stuart, where J. C. Penney relocated, both experienced deterioration.
