The shopping center was initially built for $10 million in 1972–1973 on 143 acres of land, an old oil tank farm, and several capped oil wells. It provided 250,000 square feet (23,000 m2) of gross leasable space for offices, a movie theater, and retail, all of which were oriented toward the nearby marina. Peach, oleander, and other trees were planted with the idea of a "Mediterranean spa." There was a bridge leading to a nearby apartment building.
